Ce este Diplomaţia Publică?
,,Diplomaţia publică este faţa publică a diplomaţiei tradiţionale,, (Ross, 2002 in Leonard, 2002:1)
În cadrul diplomaţiei tradiţionale putem localiza şi conceptul de diplomaţie publică. Cele mai des folosite definiţii fiind celeale lui Signitzer şi Coombs (1992: 138) prin care se defineşte diplomaţia publică ca ,,o cale prin care guvernele, companiile şi diverse grupuri pot influenţa în mod direct sau indirect opiniile şi poziţiile publice care influenţează în mod direct deciziile luate în politica externă de un alt guvern,,.
Pornind de la această definiţie se poate deduce că diplomaţia publică şi-a mărit sfera de activitate faţă de diplomaţia tradiţională, astfel, de la sfera deciziilor politice de rang înalt la diverse probleme şi aspecte ale vieţii de zi cu zi, iar cercul până nu demult restrâns la care aveau acces doar guvernele şi misiunile diplomatice acum include noi actori şi

Nye sugerează că soft power are trei surse: cultura unei ţări, valorile şi idealurile, politicile. Din punctul de vedere al diplomaţiei publice, putem spune că guvernele au un impact limitat asupra culturii naţionale, dar joacă rolul unui promotor al acesteia pe plan extern. În mod normal Guvernele nu creează valori şi idealuri, dar le pot promova. În ceea ce priveşte al treilea element – politicile- acestea sunt generate de către guverne, dar nu sunt de cele mai multe ori analizate şi din punctul de vedere al eficienţei în domeniul diplomaţiei publice. Dar dacă ne imaginăm un set de cercuri concentrice, putem vedea că diplomaţia publică este parte din diplomaţie, care la rândul ei face parte din activităţile guvernamentale, acestea din urmă fiind parte din elementele puterii soft al unui
