It is excess items turned in by the military and held in a reserve stock that is no longer needed with only 5% actually being weapons (DLA, 2017.)
As a chief executive of a law enforcement agency, I would take advantage of this program. These are items that can help my department financially and

Each PM must develop and document an acquisition strategy to guide program execution from initiation through reprocurement of systems, subsystems, components, spares, and services beyond the initial production contract award and during post-production support. The acquisition strategy evolves through an iterative process and becomes increasingly more definitive in describing the relationship of the essential elements of a program. A primary goal of the strategy is to minimize the time and cost it takes, consistent with common sense and sound business practices, to satisfy identified, validated needs, and to maximize affordability throughout a programs useful life cycle.…

While the Veteran went up in flames many sailors ran to the lifeboats or jumped ship then it finally blew. With the Benson fired at the submarine along with the other four ships. Soon they saw an explosion in the water. The Task Force stayed there while the freezing, soaking survivors climbed aboard. High Admiral Forest had been the first to jump ship. Yes, it’s appropriate for local, state, and federal law enforcement agencies to acquire equipment because the logic behind the 1033 Program legislation is clear; to enhance capabilities thereby reducing response times of law enforcement. This subsequently saves tax payers money. (Smith, 2010) The program started in 1997 by the National Defense Authorization Act (NDAA), which granted permanent authority to the Secretary of Defense to transfer defense material for law enforcement, particularly those associated with counter-drug, human sex trafficking, and counter-terrorism activities. (Else, 2014) This is done at no cost or little cost to the receiving agencies. The 1033 Program is administered by the Law Enforcement Support Office (LESO). However,…

Enclosed you will find information concerning acquisition of excess federal property that is being made available to emergency fire service organizations through the Montana DNRC. The Cooperative Fire Management Agreement that your County has entered into with the State of Montana makes your County eligible to participate in this program. If your County has delegated sufficient authority to your County Fire warden to make financial decisions regarding recovery of Department of Defense property, you may choose to forward this material to that individual. The Fire warden, then, would disseminate this information to your Emergency Fire Service Organizations within the County and subsequently receive and forward equipment requests to the Northeastern Land Office. The U.S. Air Force supply chain for repairable commodities begins with the forecast, purchase, manufacture, and distribution of a part; continues with its delivery to a source of repair; and ends with the distribution of the now serviceable asset to retail accounts and maintenance customers in order to return weapon systems to mission capable status. In this environment, key supply chain information exists in multiple data systems. The different systems often present different results to different users. To obtain a complete picture of the status of end items, Air Force supply chain workers must access multiple data systems. Users must log onto each system individually and then navigate to locate the information desired. Often the resulting information is untimely, inconsistent, or inaccurate. As a result, workers are unable to perform their job effectively, which ultimately affects weapon system availability.…

There are many areas where the funds could be used based on the current issues of the force. For example there has been cases were criminals were able to outrun police vehicles, this happens because of the vehicles are old and have maintenance issues. The grant will also help keep officers employed. There are funds in the system from the taxpayers, but there is not enough money to maintain the future of the department. One location the funds will be used toward will be "POP" projects. These projects are created to have a major effect on issues by enforcing strategies to target the problem. This type of community policing focuses on the issues that cause crime within the community (City of Lincoln and Lancaster County Nebraska, USA, n.d.). This means the community is more involved with the police force to help ensure his or her neighborhood is safe and protected. If one community becomes involved the other communities will follow if it is proven the program works. It is imperative to evaluate the project to ensure the funds will be disbursed according to…
