December 12, 2012, is the day that the North Korea has successfully launched its second long-range rocket — a Galaxy-3 rocket during 2012. This successful launch represents a big progress in North Korea’s missile program.
However, on the other side, this defiant launch also drew condemnation form world leaders (include the United State and its allies—for example, Japan) who described it as a “provocative” act that threatened regional security and contravened United Nations resolutions.
There are two factors may contributed to the North Korea to launch rockers.
First and foremost, is the economical factor, which is also the most important factor to induce North Korea to develop its’ missile program. In fact, North Korea is one of the world’s poorest and least developed countries. North Korea’s economy is a centrally planned system. In 1990s, the government pursued Kim Jong Il’ Songun policy, under which the military is deployed to direct production and infrastructure projects. As a result, the economy of North Korean has become increasingly isolated from the world. Therefore, it is necessary for North Korean to develop weapons program in order to tell the World that they’re getting better at develop weapons and making a negotiations with the great power of the world—for example, China and U.S.A.
Second, the domestic political factor is one of key motivations for Kim Jong-un. The launch may help Kim to consolidate his power and build political legitimacy during the ongoing leadership transition. The launch is the way to display his strength in missile program which also conduces to establish his foothold in the international community.
Wednesday's apparent success has raised the stakes in international efforts to pressure Pyongyang into abandoning its ballistic and nuclear missile programmes.
