1.0 BACKGROUND OF THE STUDY AND CASE ISSUES
Why are certain organiszations are more successful compared tothan others? The fact remains that in order for an organisation to maximise its competitive edge it has to leverage upon its most important asset, namely which is its human capital. In this case study we will focus on Penang Adventist Hospital, located in the northern Malaysian state of Penang, as the common backdrop for examining in more detail as to what are the factors that could lead to better support from employees towards the initiatives implemented by line managers. We intend to uncover what are the common obstacles that hinder the progress of acceptance, compliance and internaliszation of new initiatives, and how to overcome themhese obstacles can be overcome. In order to appreciate the setting better, we will also We will take a brief look at the current state of the Malaysian healthcare industry landscape. scenario to appreciate the setting better.
Stephen Bachs noted in his book, “Managing Human Resources”, that for almost 20 years the debate raising questionsthere has been much debate between the Human Resources Management (HRM) and Personnel Management both in terms of Human Resource (HR) practices used and also whether the underlying values and concerns of HRM are distinctive and managerial in their orientation.
