2.1 Strategic Decision
A strategic decision is an overarching decision that is taken by the top-level management of an organisation that considers the whole environment in which the organisation operates and the resources that the organisation has, and it chooses the most appropriate direction which the organisation has to follow in order to achieve its future long term objectives.
A strategy to implement TQM in an organisation 1. A strategic decision would be taken to implement TQM within the organisation. 2. An overall mission would be established for the whole organisation. 3. Existing customers would be identified with precise customer requirements. 4. The primary product would be identified. 5. Critical processes would be identified as well. 6. A vision of where the organisation needs to go would be established. 7. A strategic plan is then developed, and broken down into annual plans. 8. Risk assessment is carried out and a risk profile is developed. 9. Reserves and contingencies are established. 10. Roles and responsibilities would be renewed and redefined. 11. A steering committee would then be established. 12. An then breakthrough and implementation phase would be executed.
2.2 A change model used to implement the change to TQM It would involve the following steps: 1. Assessing the business environment 2. Determining the performance gaps 3. Diagnosing organisational problems 4. Identifying sources of resistance to change
